According to Nieto, social assistance payments are often used by various intermediaries to make money and force recipients to take part in political activities. Nieto said:
Management of social plans has evolved into a large apparatus for doing politics. Leaders of social movements use abusive tactics to extort people, including asking for money returns, a portion of the plan, and marching on streets.
Nieto said that blockchain technology could help with this. It would make payments traceable and eliminate middlemen. He explained:
Blockchain allows money to be transferred directly from the Ministry of Social Development to the beneficiary without the need for voluntary contributions or favors like attendance control at marches or pickets.
Blockchain and a City Married
Nieto isn't the first to introduce a blockchain-based bill. Nieto has already introduced a bill to use blockchain tech in a system to regulate state contracts and purchases.
Buenos Aires has adopted blockchain as a component of its structure. The city is currently working on TangoID, a blockchain-based identification system. This is part of a modernization plan. The government of Buenos Aires stated that it aims for it to be operational by January 2023.
The city announced that it would run Ethereum nodes in August with the goal of learning more about the network for regulatory purposes. The city announced in April that it will accept cryptocurrency as payment for taxes in 2023.
